AI Governance

The expertises

We advise governments, institutions and civil society on AI laws, policies and purchases, shaped by their own priorities.

Governments.
CSO.
Institutions.
Entreprises.

Across Africa, national AI strategies are being drafted at a pace that outstrips institutional capacity to implement them. The risk is frameworks that read well on paper and fail on delivery, because they were written for institutions, data ecosystems and legal traditions that don’t match the ones actually in place.

Aether Strategies works with governments, CSO and regional bodies to close that gap: building AI governance frameworks that are technically sound, politically viable, and built to be enforced.

The African Union adopted a continental AI strategy in 2024. Several member states are now translating that framework into national law and regulatory practice.

This is a narrow window: the frameworks adopted in the next few years will shape how AI is deployed, regulated and governed on the continent for a generation. Getting the institutional architecture right now is cheaper than correcting it later.

  • Regulatory framework design : drafting AI governance frameworks calibrated to a country’s or institution’s actual regulatory and enforcement capacity.

  • Institutional capacity assessment : diagnosing whether the bodies meant to enforce AI governance can actually do so, and what it would take if they can’t yet.

  • Ethics and deployment review : assessing AI systems already in use in government or public services against governance, fairness and accountability standards.

  • Negotiation support : advising governments and institutions in discussions with AI providers on data representation, transparency, and accountability commitments.

We start from institutional reality.

Every engagement begins with a diagnostic: what exists, what’s missing, and what’s realistically achievable within current capacity and political constraints.

From there, we build frameworks designed for implementation.
